School Perceptions employs an inclusive process that builds ownership in the referendum solution. Instead of using random sampling -- a process that, by definition excludes most members of the community -- School Perceptions surveys every member of the community. The end result of this inclusive survey is rich, robust data and a community that is engaged in the need of the district and in the solutions that are presented.
Process: Our process begins with the mailing of a survey invitation letter to every household in the district. The letter explains the nature of the survey, invites the person to participate online by using a unique survey access code, and begins educating community members about the needs and challenges of the district. For those people without Internet access, a paper survey is provided either by request or is included in each mailing. Our proprietary survey access control system ensures that no one can take the survey more than once.
The end results: Over the years, we have found our survey process to be highly predictive and more accurate than random sample studies. However, the true benefit of this “engagement” process is that it both educates community members on the needs of the district and builds ownership in the solution. Simply stated, people are more likely to vote for a solution if they have a voice in creating it.
